I downloaded a copy of all ubuntu xenial packages, x64 and x86. This is 74gb, 55K files, split into 55 zip files for easy downloading. You should check the packages with a tool like debsums or debsig-verify. See the pastebin link below for the command I used to get a list of all packages and download them.
